Climate Change and Development Cooperation "

is the subject of the second edition of theEuropean Development Days which take place in Lisbon on November 7-9 2007.
Thanks to the participation of over twenty Heads of State and government, and more than 1000 decision-makers, members of civil society, and world-class experts, the first edition of the European Development Days in November 2006 has been widely recognised as a major success.
The next edition of the European Development Days, in Lisbon, will provide concrete networking opportunities and an attractive social program.

Roundtable discussions will focus on a variety of issues, such as:

the vulnerability of developing countries
the protection of global public goods
the impact of climate changes on spaces and populations
the adaptations and opportunities that these changes are putting forward.
The European Union is not only the primary sponsor of development aid, but also a leader in international policy formulation.

The European Development Days improve our ability to foster open multi-actor dialogues where leading development professionals are brought together to exchange, listen and learn from partners.

Aid to fragile states: do donors help or hinder?

This paper examines the relationship between state failure and development assistance. It begins by looking at poor development performance as a criterion for state failure and then examines common causes why states fail, looking in particular at the cases of Burma, Rwanda and Zambia. The author argues that donors much be strongly engaged in fragile states in order to build political accountability and institutional capacity, including in cases where fragile states lack political will. It is argued that, in cases of conflict, donors have often undermined state capacity and failed to intervene properly, both during and following conflict.

Conferência - A Agenda Estratégica UE-África

O IEEI, no âmbito do projecto tripartido IEEI-IPAD-ECDPM e com o apoio da Presidência Portuguesa da UE, organiza no dia 13 de Setembro, pelas 15 horas, no Pavilhão Atlântico, uma conferência sobre a Agenda Estratégica UE-África.
A conferência contará com a participação de representantes de institutos de investigação europeus e africanos que trabalham sobre as questões políticas e estratégicas das relações Europa-África. Na sessão sobre "A Construção de uma Estratégia conjunta Europa-África" estarão também presentes representantes da Comissão Europeia e da Comissão da União Africana.
Como poderá constatar no programa em anexo, a Conferência conta ainda com a participação de António Monteiro, Carlos Lopes e do Secretário de Estado para os Negócios Estrangeiros e a Cooperação.

A Conferência terá lugar na sala Astrolábio, do Pavilhão Atlântico (entrada pelo lado do rio).
Por razões do Protocolo da Presidência, é exigida a inscrição prévia e o fornecimento de dados sobre os participantes .
A sala tem uma lotação máxima de 80 pessoas, pelo que as inscrições serão aceites por ordem de entrada.
